Alexander Protopopov oversaw the dismantling of a concrete highway and sold off the slabs as prison service chief in the far northern Komi region, the Investigative Committee said in a statement.The cost of replacing the 50km road is six million rubles, or £55,000, which is a lot less than the 47km road to Sochi, built for the winter olympics at a cost of £5.5 billion. At the time Russian media claimed construction of the Sochi road cost as much as coating it in caviar.
